Eddy Wymeersch

Eddy Wymeersch was chairman of the Belgian Banking, Finance and Insurance Commission (CBFA), the integrated supervisor established in Belgium in 2004. As from April 2007, he chairs the supervisory board of the CBFA. On 1st February 2007, CESR Chairs elected him as chairman of Committee of European Securities Supervisors ( CESR), established in Paris. He co-chaired the Working Party on European Standards for Clearing and Settlement (2002- ) with J.M. Godeffroy of the ECB. As representative of CESR, he took part in the CESAME group of the Commission dealing with clearing and settlement, and in the Monitoring Group for the Code of Conduct on Clearing and Settlement.He also is chair of the European Regional Committee of IOSCO and is in that capacity member of IOSCO’s Executive Committee. He is further a member of the European Corporate Governance Forum. Eddy Wymeersch was trained as a lawyer and holds degrees of Ghent University and Harvard Law School.During his previous career he was active as an academic at the Ghent Law School, teaching and giving conferences in many places, in and outside Europe. He published extensively on subjects of Belgian and European company law, securities regulation, and related matters (for further data and working papers see www.law.ugent.be/fli/e.wymeersch.html). From 1990 on, he was member of the board of several Belgian companies, and from 1998, chairman of the Brussels airport. He was also “regent” of the National Bank of Belgium (1992- 2001) (i.e. to be compared to a supervisory council). He was member of the legislative branch of the Council of State (1989 to 2001). In Belgium he participated in several committees advising the Belgian government, e.g. on the privatisation of the public credit institutions (1989), on the corporate governance law (2002).He acted as an adviser to the European Commission on securities regulation (see 1978-1980 Report on control of the securities markets in Europe) and chaired the SLIM (Simpler legislation for the Internal Market) working party on simplification of company law, leading to a 2006 revision of the 2nd company law directive. He acted as a consultant to the World Bank and IFC in several parts of the world. He advised on the securities laws in Bulgaria and Poland. He advised several European financial institutions and stock exchanges, and Belgian private groups as well.
